Hello Iaenm,

As your language is not German but the Windows is in German, it has to get the language pack. In order to get it from Microsoft, it has to connect with the internet.

Be sure that your internet connection is not disconnected. If so, connect your PC to the internet and run the process again. It will download the required language pack automatically.

If that doesn’t work, you have to download it manually. Download it from Microsoft.

Now you should be able to enjoy your PC in English.

That error happens because when Windows 8 is upgraded to Windows 8.1 all language packs that were installed before the upgrade are no longer available and to change the language Windows needs to connect to the Microsoft website to check for available language packs and for this to happen, your computer needs to connect to the internet.

First, try connecting your computer to the internet and then try changing the language again. This should allow Windows to check for an available language pack. Installing a language pack in Windows 8.1 has to be done in the Control Panel. On your desktop, move your mouse pointer to the upper right corner of the screen then move it down and select “Search.”

In the search box, type without quotes “control panel” then click “Control Panel” from the results. In the Control Panel, click “Clock, Language and Region,” “Language,” and then “Advanced settings.” Here, check “Override for Windows display language” and “Override for default input method” and make sure they are set to “Use language list (recommended)” and then click “Save.” After this, Windows should be reverted to the standard language settings.

Now, set the language back to “English” then save it. This should fix the problem.
