I'm wondering if I can use my phone as a webcam or fro video call. Is there any application that allow Skype's video call or any video call on android phones and mobile phones?

Skype works really well and its quality of picture even on mobile phone is best. I myself experience Skype on my Nokia and even on IPhone, voice clarity and clean picture is there. On Nokia mobile you can also download by going to OVI store.

First, you need to make sure that your phone meets the minimum requirements for Skype video calling.
 
For Android:
 
  • 800 MHZ processor
  • Android  version 2.2 (Froyo) or higher
  • Newest version of Skype for Android
  • Internet connection, (3G or WiFi connection)
 
Skype video calling utilizes your mobile phone's front and back camera. If your mobile phone is running Android 2.2 (Froyo), you will only be able to use the back camera of your device.
 
For IOS users (IPhone, IPad, IPod):
 
  • An IPhone 3GS device or later
  • IPod Touch 3rd Generation or later
  • IOS 4.3 or higher
 
For IPhone 3GS users, Skype will only use the back camera
