What version of VLC are you using? There are current issues with version 1.1.10 and 1.1.11 right now and you may want to downgrade to 1.1.8 again to be able to fast forward or rewind .flv files. If this does not solve it, then there might be an incomplete metadata files that you need to fix. Search for a FLV MetaData Injector at http://www.buraks.com/flvmdi/
If this does not solve anything then you may want to consider downloading an FLV player. SUPER (Simplified Universal Player Encoder & Renderer) has received good reviews that it is a good player that can also encode and render files fast.

The problem is most probably to do with the vlc media player and not the file format that you are using. You can update vlc to the most recent version and see if that will resolve the issue. Otherwise, you can use an flv media player that will play the .flv files without an issue.

You are probably using an old version of VLC media player that’s why you are unable to fast-forward your FLV movie. Also sometimes, I am unable to fast-forward an FLV video. If I try to fast-forward an FLV file, instead of fast-forwarding the playback, the video stops suddenly as if I clicked the stop button. But playing it normally finishes the video.
It is because the FLV video I am playing is somewhat unstable or slightly damaged. In your case, make sure you are using the latest version to make sure the problem is not on the media player. Download the latest from VLC media player Latest. Currently, the latest version is VLC media player 2.2.1. Once downloaded, navigate to the download folder then run the installer to upgrade VLC media player to the latest version.
When the installation is finished, load the FLV file you are having problems with then try fast-forwarding it. The rewind, stop, and fast-forward buttons sit side-by-side. The rewind button is on the left of the stop button. The stop button is on the middle. And the fast-forward button is on the right.
To do a fast-forward playback, click and hold on the fast-forward button. The video should play slightly fast than normal. If you still have a problem fast-forwarding the video, the FLV file is probably damaged.
