Newly Uninstalled programs still remains

I have a program that I already uninstalled, but the problem is it always comes back when I open my computer. What is the probable cause of this, and what is the effective solution for this?

Hello Ace.

The logical explanation for this is that there's an application in your computer that restores the previous state of your hard drive after a restart.  There's no name or category for such software but an example is Windows Steady State and Deep Freeze.  Both of these software are used to "protect" the hard drive and ensure that no unauthorized changes are made to the computer's configuration.

Windows Steady State is a freeware from Microsoft that runs in Windows XP and Windows Vista.  It is already discontinued.
