Does anyone know how to show all results in Bing Image Search?
For example, if I try to search Bing for keyword “Dogs”,
The results page shows that there are 12,900,000 results but when I try to scroll down the page I can only see 805 images.

Google and Bing are completely two different search engine systems. They do not use the same algorithmic process for searching contents available on the web. Unlike Google, Bing Search does not display all results for images. It only shows (more or less) the top 1000 images with high click-through ratings. Regarding the 12,900,000 results that you are getting, it is only a notification that shows how many available image results are available online. However, you wont be able to view all of it through Bing because there is no “Next page” button available. I don’t know if this is by design or something that Microsoft overlooked, but I'm sure that they will change this eventually once they receive enough feedback from users.

What is a click through rating? Is there a way to sort Bing image results in order to bypass the click-through rate?

As far as I know click-through rating is a way for online advertisers to measure the traffic going through website, but I’m not sure exactly how they do it. Unfortunately, click-through is an internal part of Bing Search and there is no way to bypass or disable it.
