This is a well-documented problem regarding Microsoft Identity Integration Server on VM Box. There are various solution to the problem, some are simple takes around 1-5 minutes while some other are more complex in nature and may take 30 minutes to an hour at most.
What I recommend is the following
Start the service under a wrong account, stop the service, change the account, start the service again, if it doesn’t start, abandon the keyset and restart the service again.
