Scrapbook factory Windows Installer problem

I successfully installed Scrapbook Factory Deluxe version 5 on my computer. However, when I clicked “finish” an error message appears. It states that "Windows installer service is unavailable. Another app may be running setup. Finish any installations in progress, or restart your computer and then rerun setup." There was no other program which running during the installation but I restarted the computer as directed. The error message still occurs. I uninstalled the program and installed it back again. There is still no change, error message keeps coming out. How do I fix this issue?

* Try to install the software.
