I am trying to install a .DEB file using my Ubuntu Software Center in Ubuntu 11.04, I get this error that the package has undesirable quality and I should contact the provider.
Here is the exact error for your reference so can suggest resolution properly.
“The package is of bad quality. The installation of a package which violates the quality standards isn’t allowed. This could cause serious problems on your computer. Please contact the person or organization who provided this package file and include the details beneath.”

Hi Kim, your problem can be solved because there have been former experiences of the sort.
The issue in this case may be with the software package, it may not be in terms with the debian policy, therefore be considered as of poor quality.
It may be having file ownership errors.This is what you need to do to solve these errors;
You need to install the .DEB files using dpkg
-
Download your files in the .deb format and put them in the ~/Downloads folder.
Run the following commands in a terminal to install the .deb files
cd ~/Downloads
sudo dpkg -i *.deb
sudo apt-get install-f
Install .deb files using Gdebi
Install Gdebi
sudo apt-get install gdebi-gdebi core
You can then right click a .deb file and select "Open with Gdebi Package Installer"
You can set Gdebi as the default for installing .deb files instead of Ubuntu Software. Right-click on a .deb file, select "Properties". Go to "Open with" tab and select "Gdebi package installer" other than "Ubuntu"

The meaning can be different from deb to deb, it means something is missing or not packaged 100% right.
You can install it using dpkg:
Assuming you have downloaded the .deb in your ~/Downloads folder, run the following commands in a terminal to install all the .deb files:
cd ~/Downloads
sudo dpkg -i *.deb
sudo apt-get install -f
Or use Gdebi. Install Gdebi first:
sudo apt-get install gdebi gdebi-core
Right click a .deb file and choose Open with Gdebi Package Installer.
To make certain that packages you install using the Software Center are free of errors and Debian policy violations they are checked using Lintian.
Only in that case, the installation of a package will be granted.

It seems that the installer package you acquired is kind of broken or corrupted. This may be caused by an incomplete download if you happen to download the installer you presently have. To fix this just visit again the website where you downloaded the file and then download the installer again. I had also faced the same error. But luckily i succeeded to solve the problem. Well if you are facing difficulty while installing .deb file from Ubuntu software then there are some other ways with which you can install .deb file.
First method is "Use DPKG to install .deb file".
Let us assume that .deb file is downloaded in your "Downloads folder". Now we have to enter a command in terminal to successfully install the .deb files.
cd ~/Downloads
sudo dpkg -i *.deb
sudo apt-get install -f
Method 2:Use Gdebi to install .deb files"
First of all install the Gdebi. After installing it, right click on the .deb file and select open with Gdebi package installer.
Your problem is solved.

If the package does not meet the quality standards of the Debian Policy, you would face this error. This is most likely to do with the way the package was put together rather than the package itself. Maybe it does not contain a valid file or it might have some permission based errors. You can click on Details to get to know what exactly is wrong. If you have this package from a trusted source you can go ahead and install it. Otherwise, try to get a fresh set of files and then proceed to install.

Meaning of this error can vary from package to package, not all debs are same and made by seems development team. In dialog box provided with error you can usually see why it is reported as bad package. Mostly bad packages are packages who are no compatible with Debian packaging policy. Try installing it using dpkg. To do so in terminal type
sudo dpkg -i *.deb
sudo apt-get install -f
