I am the admin of my PC. However, I keep getting dialogue boxes like “You require permission from the administrator to make changes to this file.” How do I solve this error?

Being an administrator precedes being an owner of the file. Hence, you might not be the owner of the file you were trying access. The owner of the file is the person who creates it. If the owner has given the admin privileges to access the file, you can access it. To do so, simply right-click the file and from the available options, select ‘run as administrator.’ You must be able to access the file now.

That error is not related to your user account privileges or your account having administrator rights. You receive that error when opening that particular RTF file because the file itself is protected, probably encrypted. When a file is encrypted, it needs to be decrypted first by the person who performed the encryption on the file before it can be opened.
Since the file requires permission from the system before it can be opened, the person who encrypted the file probably used the built-in encryption in Windows. If you really need to open that file, ask the person who encrypted it to decrypt the file for you.
Since that is a EULA or an End User License Agreement, the file probably came from an application installed by a user who enabled encryption in his or her account.
