Hello,
I want to create an external mail contact for a user so I can forward all incoming email to an external email address which is not part of this domain but I'm getting this following error: The Exchange server address list service failed to respond. This could be because of an address list or email address policy configuration error. So I went to try to create a new email address policy but getting the same error.
Please Help!
Create external Mail Contact failed
Hello Dear,
As far as I know that external mail contacts presents contacts from outside your organization that can be displayed in the shared address book and other address lists. External contacts have e-mail address outside your organization. External contacts cannot sign in your domain.
To create external mail contacts you should do the following:
1. Open the EMC (exchange management console), navigate to “manage my organization”, then “users & groups”, then go to “external contacts” and select “new”.
2. Fill in the following information: “First name, last name, and Initial”, Display name”, “Alias”, and “external mail address”.
3. Save Your Data, and you are finished.
Hope my answer was helpful..

Create external Mail Contact failed
You need to create the external email addresses as Contacts in Active Directory. To do this, you'll need to leave the SBS wizards and use Active Directory Users and Computers.
1. At first Open ADUC from Administrative Tools.
2. Navigate to MyBusiness, right click and choose New -> Organizational Unit to create a new OU, and call it Contacts.
3. Right Click on the new OU and select New -> Contact.
4. Fill in the details of the contact, selecting an SMTP address – the SMTP address will be their external email address.
5. Now, you can add them to your distribution group(s).
Note: When you're adding them to the Distribution Group, you may need to explicitly include contact objects in the AD dialog box in the field "Select this object type".
Thanking you
