Windows activation error 0xc004f038 is an error that occurs when the user tries to activate the Key Management Service (KMS) by using the Volume Activation Management Tool (VAMT). It is due to the KMS pool that has less than five client computers. The error message may be seen as “0xc004f038: The Software Licensing Service reported that the computer could not be activated. The count reported by your Key Management Service (KMS) is insufficient. Please contact your system administrator.” The solution to fix the error is:

Solution 1:

Add more clients’ PC to the KMS pool.

Step 1: Open the command prompt as an administrator.
Step 2: Type in slmgr.vbs -dli and then press Enter.

Activate Windows Via Internet
