Am getting a Fill dialogue while trying to delete a graphic image.

Every time we open a new image in Photoshop, the program places the image to its own layer called, Background. We can see it through the Layers panel, usually on the lower right part of the screen. Notice how it is written in italics and has a locked sign on its side, because there is something special about this particular layer. 

It was named so for the special reason that it serves as the background for the document we are working on so when we open and put additional layers to it, they will be placed above the background layer. Being a background layer, there are a few things we are not allowed to do, such as

(1) We cannot move its contents

(2) We cannot put it above another layer

(3) The one you are having problem with is we cannot delete any of its portions.

The reason is that background layer does not support transparencies. 

One answer to all these problems is converting the background layer into a normal layer in which we can liberally make our modifications.

First, you have to double click the Background layer in the Layers panel. The New Layer dialogue will appear.

You can change the layer's name for easy reference, but using the default setting is also fine.

Then click the OK button.

So there, the locked sign will disappear and the Background name will be replaced with your chosen layer name or the default Layer 1. Your are now free to modify the image at your heart's content.
