I want to ask, I have a 1T External HDD: 250GB for data, 250GB for photos / videos and 500 GB for Time Machine Back Up. It was already set for it from beginning.
How do I split the External HDD that is already partitioned 500GB to split into 2×250 GB to be used for other purposes and without deleting Time Machine backups data that already exists on the 500GB ?

You will need a partition manager. If you are running Windows or have access to a computer running Windows, I recommend EaseUS Partition Master (Download Link1) because it's free and does a good job of managing partitions. If you are running Mac OS (based on your screenshot), the bundled Disk Utility application can resize the partition for you (Download Link2). If you want to repartition from outside your OS, you can get any Linux LiveCD and use the Gparted partition manager.
A partition manager will let you split, merge, add, delete, convert, resize,and move partitions. Some partition managers have other special features but those that I mentioned are the basic functions every partition manager has.
