I see you are having problems with your Bluetooth.
If you can’t use your Bluetooth, send files and stuff, make sure that you turn on your Bluetooth and your Bluetooth icon should be displayed on the system tray.
If what you meant is that you can’t use your Bluetooth, you might need to reinstall or update the Bluetooth driver, especially if you are running on Windows 7 Go here.
Choose carefully your type of operating system like if its Windows 7 and is it running on 32bit or 64bit.
Under NETWORK category look for Dell Application/ Wireless 365 Bluetooth Module click DOWNLOAD button. You’ll get a window just click whichever applies. Save the file and then Run to install. Restart your computer.
This should solve your issue, I know a few having this problem and this solution has worked for them.

I think, something wrong with your laptop driver installing.
Either you have installed a old version of Bluetooth software or you have not install it.
So, I recommend you to download latest version of driver software from Dell Website or you can try this link.

If that is a brand new laptop, I don’t think Bluetooth will not work. All laptops and notebooks include Bluetooth for connectivity but it is not enabled by default. To use Bluetooth, you have to press the Bluetooth button located on the upper left corner of the keyboard to activate Bluetooth. Normally, the Bluetooth logo will appear on your screen after pressing the button.
The blue light on the button will also turn on. Once Bluetooth is activated, you can then pair your Bluetooth device with your laptop for file transfer. When transferring files using Bluetooth connection, don’t move too far from the laptop because distance affects the speed of the data transfer. If Bluetooth still doesn’t work, make sure the correct driver is installed.
If you have Dell Inspiron 14 N4030, go to Support for Inspiron 14 N4030 to get the complete set of drivers. Select your correct operating system then download and install all necessary drivers for your computer. This should fix the problem with Bluetooth.
