How do I unblock a website or a URL? I surmised that this is the case as I could still surf the net, except some specific sites and could not receive emails.

You can unblock any website or URL by pasting the URL in http://unblockanything.com/. It is a free service which creates a proxy and unblocks sites for the users. Your desired site or URL opens in the website as an embedded form. You will be maintained anonymous and your privacy would be maintained. No data is revealed at all. There are many more sites like these which do the same work.
