I think you want to download BorlanTurbo C for writing C code. Now turbo C is very backdated. You can download Code::Blocks to run your C code. I think you are new in C programming so Code:: Blocks are preferable for you. To download Code::Blocks just search in Google with words "Code::Blocks" and download. After download you need to install it.

You can download a BorlanTurbo C application by simply goggling it. But since you asked about safety.

I recommend you to use a well maintained antivirus system and a firewall.
