I bought a second-hand iPod Shuffle (4th generation) from a friend, which, as he claims, is in perfect condition. He sold it because he did not have a charger or a cable.Â
I purchased a USB cable from Amazon and when I tried to connect the iPod to my computer, it cannot be detected. The light that signifies that it is charging is also off, and it does not generate a sound. What’s wrong?

It seems like your friend sold you a faulty gadget, or the cable that you purchases from Amazon is faulty. I will advice that you look for another charger that you are sure that it is functional and use it on the phone and see if it will charge.
If it does then it is the charger that you purchased from Amazon that is faulty.
Otherwise if it does not, then the charger port on the phone is faulty and need replacement. But I think in this case you will have to go back to your friend and claim your money back for selling you a faulty phone.
