 If you don’t have any tool you can still create a writable pdf by following the below steps

Hi Carlton,

You cannot fill in a PDF file in most of the PDF readers.

However, I've found a site for you where you can upload the PDF file, write on it, and then download the filled PDF file. You can do this on the site given below.
