Hi,
Your problem is very simple you will need the windows disc again and insert it to your drive then go to control panel and choose date, time, language and regional option then you will see a window choose regional and language option again then choose languages you will find (supplemental language support) and you will find two small squares mark the first one called (install files for complex script and right to left language including Thai) then press apply then ok. Your computer will use the windows CD to put Arabic in your PC languages.
If the keyboard doesn’t write any Arabic letter you can do the same steps until you reach regional and language option then instead of (supplemental language support) you will find in top of the window text services and input languages you press detail button then in the new window opened choose add button then mark the language you want and press apply then ok.
After applying the steps above you are recommended to restart your PC
Here are some pictures to help you
I hope my solution is satisfying

To install another language and keyboard layout in Windows XP, follow these steps:
In the Windows XP classic. Click on the Start menu, click on Settings, and then click Control Panel.
All you need to do is click the start of your computer. Click the control panel and click the uninstall program. Search for the add new language and give it what you want language for it. Everything you want is acceptable here. Then after that click the apply or ok to save the languages you enter. After saving, you must restart your computer.
