You can use Picasa software. Its best for pic editing. Its free to download.

Well the best picture software is Photoshop.

It takes time to get used to Photoshop because u need to study the basic things to use Photoshop.

Once you are aware of the procedure to use Photoshop. You can create or edit pictures easily.
