Is there the way to set up my forum for using it as vbulletin client area? I just want 2 staff and 1 admin. They need to review all available clients’ projects we are going to separate into individual forums, like this way – one forum for each future project. Also I need just specific staff members assigned for each project with own passwords to review just their assigned projects, but not any other project.

You'll either want to make a user group for each project, if you expect more than one person to have to access that project ,
Otherwise
you can use access masks to limit the access of an individual user.
You'd most likely have your staff in a user group that can access all the forums and all the other members by standard in a user group that can only access general forums.
