Limitations of Windows Server 2003 over the recent products
Is there any limitation on Windows Server 2003 that doesn't exist in recent products? How many passwords to be recalled when you are checking the "Enforce Password History Remembered"?

I do not think there are limitations to the number of times or the number of passwords a user can change to. Instead it is advisable for the users to be changing the passwords frequently as a good policy to ensure the safety of their system and the data they have stored on it.
The reason why you need to define the 'Enforce Password History age policy' when using Windows Server 2003 is so that the previous passwords that you have used can be remembered, and therefore you will not be allowed to use the passwords that have been used already. When the password expires, you will need to use a new password that you have not used before.
