There are many different ways to open .pub file. Here is the one example.
Procedure to open .PUB files in Open Office:
Option1: Launch MS Publisher. Open the .PUB file which you wish to open in Open Office.
Option 2: Click on “File” menu and click “Save As”.
Option 3: Under “Save as Type” drop down menu, chose “Word Document”. Select file location as desired and click “Save.” The .PUB file will now be saved as a Word Document.
Option 4: Launch Open Office Writer. Open the Word Document (.DOC) file. The contents of the .PUB file are now open in your Open Office software.
I’m not sure if there is really a way of viewing .pub files without really having to install Microsoft Office Publisher. You can use OpenOffice to possibly view it but you still need to convert the file into Microsoft Office Word format to view it on OpenOffice and it still means using Microsoft Office Publisher. If you really don’t have it then you need someone that has the software to convert the file for you. This is because Microsoft doesn’t offer any free viewer or plug-in for Microsoft Office Publisher.
When a document was created using Microsoft Office Publisher, for other users to open the file they need to have the same software. If they don’t have it because it still needs to be purchased, they can ask others who have Microsoft Office Publisher to convert the file or save the file in another format where one of their applications supports. The best way to make the publisher file shareable to others is to convert it or export it to PDF format but it is only supported in Microsoft Office Publisher 2010 and is not available in earlier versions.

Your comment helped me to get an idea of how I will view my .pub files, something I didn't know before. Sharath, I have OpenOffice but I did not know how I will use it for my task but now, I can do it following your instructions. I have converted the file into a Microsoft Office Word format then I used OpenOffice to view my .Pub files, at last I have succeeded. Now, I can easily do my task by reading all your comments which were very helpful to me. Your other advices are also noticeable and I will keep in my mind too. Well done, SHARATH REDDY!!!
