I am encountering a problem with a printer after moving it from the Marketing OU to Research OU. The Marketing OU is still the local administrator and can remove print jobs. What can we do to correct this?

If the two places that you are referring to above are two departments on different domains on the local area network on which you are using the printer, then that is the reason for the problem that you are having right now. The following is what you will have to do to resolve that issue:
Once you have done that, you can try opening a document and then print it and see if the process will be carried out successfully.
