The System Requirements for Windows Live Movie Maker are as follows:

•  1GB RAM.  If you are editing HD videos then  2GB recommended 
• Processor with 2-4 GHz  clock speed or higher
• Internet Explorer 7 or later, Firefox 3.0.1 or later
• Graphics card supporting Microsoft Direct 9.0c or later and Pixel Shader 2.0 or later

If you are using Internet functionality you need a dial-up or broadband Internet connection. If your system satisfies all requirements mentioned above, I would  recommend un-installing video card and re-installing again. 

Windows Live Movie Maker can’t start

If you install Windows Live Essentials 2011 or 2012 on a computer with 64-bit Microsoft Windows 8, there should be no problem because the operating system is supported. Windows Live Essentials 2011 supports Windows Vista, Windows 7, and Windows 8. It dropped support for Microsoft Windows XP.

Windows Live Essentials 2012 supports Windows 7, Windows 8.x, and Windows 10 including Windows Server 2008 Service Pack 2, Windows Server 2008 R2, and Windows Server 2012. Windows Live Essentials 2012 doesn’t support Windows XP and Windows Vista. Since you have Windows 8, try updating it to Windows 8.1 on the Windows App Store.

Since you have a fully compatible operating system, the problem is probably with the video card you have. If your video card supports Microsoft DirectX 9 only, Windows Live Movie Maker 2012 will not start. The problem is caused by an access violation that occurs in the D3d11.dll file.

To fix the problem, you need to update your operating system or replace your video card with the one that supports Microsoft DirectX 10 or higher.
