Code39 error usually a windows registry issue. I see that you found some errors in your registry and you might not edited the right key so this error still persists..

You might want to try this solution:

You mention about editing your registry in your post so I assume you are very much familiar on how to do this..

– open windows registry editor by running regedit

– Navigate through the following entries by clicking the (+) next to the folders

HKEY_LOCAL_MACHINE -> SYSTEM -> CurrentControlSet -> Control -> Class -> {4D36E965-E325-11CE-BFC1-08002BE10318}

– The above folder is your dvd/cd-rom class folder in the registry.

– locate the value for the  UpperFilters, click edit and delete

– locate the value for the  LowerFilters, click edit and delete

– Quit the registry editor and restart your computer

– Verify if the problem is still there…

In Microsoft Windows, “Code 39” error is one of the many Device Manager error codes which is usually caused by a missing driver for that particular hardware or a problem in the Windows registry. The full message usually reads as “Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)”. To fix the problem, first, try restarting the computer.

If this doesn’t work, try restoring your computer to a previous state before the problem happened. Click “Start”, “All Programs”, “Accessories”, “System Tools” then “System Restore”. Click “Next” then on the next screen, select a restore point that dates back before the problem happened. If you don’t see an applicable date, check “Show more restore points”. Click “Next” then follow the instructions.

If this doesn’t work or a restore point is not available, the next thing to try is to rollover the driver to the previous version. To do this, right-click “Computer” and select “Manage”. On the left pane, select “Device Manager” then expand “DVD/CD-ROM drives” on the right. Double-click your optical drive to open the “Properties”.

In the drive’s “Properties” dialog, go to “Driver” tab then click “Roll Back Driver” if it is available and then click “OK”. See if this works. If the problem continues, try connecting the optical drive to another computer then see if the problem is the same. If the problem is the same on the other computer, you need to replace the optical drive.
