My touch screen keeps on freezing and sometimes the cursor just makes random movements. I am running windows 8.1 and my pc memory is okay. Could this be a virus? If it is, how can I restore my factory settings on this device? Is there any other way of solving this without having to install another version of OS? If there is, please share. Thanks.

I have set up a heat map in windows high performance computing to show 3 statistics in every given box. Whenever the servers are using a lot of the memory, I open HPC and the heat map is turned back to the default state. Why is that? In addition, when I close it, it takes a lot of time to open again. I am attempting to an application but a box keeps popping up telling me to install Visual C++ Runtime Libraries. I have downloaded vcredist_x64.exe, vcredist_x86.exe and vcredist_arm.exe from Microsoft site and as much as they have installed, running vcedist_arm prompts a dialog box that states it is not a valid Win 32 application. Please help on how I can remove the error and install my application.
