My software updating server is not responding.

The server is taken for a long time, and I want to update my server. I began to update my software but could not, as it requires more learning to do this.

I have installed xampp 1.7.4 in my netbook operated by using windows 7 and I have configured joomla as CMS in the server software. But I have faced a problem that it does not works properly. Some error shows in front page like Strict Standards: Non-static method JHTML::_() should not be called statically in C:xampphtdocsbdcomponentscom_contenthelpersicon.php on line 64. 

How can I solve this problem?

I'm using blogger.com as  host of my long-time running blog. I want to block readers from my country from viewing my blog, and I found out that toolator is one of the tools that I can use. The only problem is it  can only block 3 ip addresses. I want my whole country to be blocked. Is there any other tools aside from toolator that can block Ip addresses from my country?

Recently I have installed a server software named xampp in my net book operated by windows 7 . The version  of the server was   xampp-win32-1.7.4-VC6-installer. After installation, when I had gone to localhost/xampp then I could not find the phpmyadmin option. How can I solve this problem? I have used this software before but I have not to face this type of problem.

Currently I’m working on an application about SCTP multihoming using IPV6 family type of addresses. I had already finished and tried multihoming on IPV4 addresses so I can say that converting it to IPV6 will be quite easy. Following the steps (changing family types, socket types) on my application I should have updated it and make it to run via IPV6. But sadly I’m stuck on how to bind the client to multiple virtual ipv6 addresses (Both Manually created and programmatically created)

I’m getting this error during trying to bind(ipv6_addr[iCounter]); statement :
" Cannot assign requested address"

I use xampp to activate localhost for working with joomla. But now I can not activate Apache on xampp. When I click on start, there is a word "Running" appear for a few second. But I after a few second the word "Running" disappear and Apache doesn't run. The image of the problem is following. I want to know how can I activate Apache on xampp.
