What is the function of booting windows into safe mode? Why should I choose to boot my laptop into safe mode?

I have a folder named 6d77d89d35c0b6ad1b719b858fda on my hard drive.  I have no idea how it got there, and I don't recognize any of the files in the folder.  I tried deleting it but I got an error saying, you do not have permission to access this folder.  Any idea on what this is?  How can I get rid of it?  Is it possible that it is a virus? 

I run a small business and I want to ask a general question about windows XP.  Up to how many users can I have on one pc?  What is the maximum limit?

I installed Picasa on my PC. Now, every time I open an image it uses Picasa to view the image instead of the windows picture viewer. How can I get it back to the default windows picture viewer? Picasa takes up too much viewing space.

While my OS was a problem, accidentally, installed windows XP as fresh copy on a different partition. Now there is showing two options while the computer starts. How can I start with one?
