Greetings,
I would like to know if it is recommended to use 32-bit OS (Windows 7) on 64-bit CPU. I know that it will run but I would like to know if I'm able to maximize the capability of my CPU even though my software is 32-bit.

You are right that you can use 32 bit OS in 64 bit processor. But If you use 64 bit OS with 64 bit processor you will get some added advantages. They are:

You will get more memory support that is more than 4 GB which is supported by 32 bit OS.

You can use programs that support 64 bit OS & in that case you will get increased program performance.

You will get better security with your data.

I was planning to buy a new pc with great features.
But the problem was that 32 bit os supports only 3 gb ram. Now i got the point what it supports only 3 gb ram.

If you have a 64-bit machine and you want to install 32-bit Windows 7, I don’t think there is a problem because 64-bit hardware supports both 32-bit and 64-bit software. The quick practical advantage of using 64-bit systems is the capacity to use larger amounts of RAM. Modern systems nowadays are based on 64-bit architecture. Though 64-bit systems support 32-bit operating systems, the opposite is not possible.
32-bit systems can’t support 64-bit operating systems. When you install a 32-bit operating system on a 64-bit computer, Microsoft Windows can only support up to 3.25 GB RAM. While if you install 64-bit operating system, the system can support up to 17 billion GB or 17 million TB but this will be hardware dependent.
