I don't know where you are from but in Canada, the Freedom of Information and Protection of Privacy Act (FIPPA) along with the Municipal Freedom of Information and Protection of privacy(MFIPPA) grants federal access to any individual to request the recorded information that government organizations holds. The information may include paper, data records, microfilms or even photographs/maps for the public to use.
 This means that according to the FIPPA act and the MFIPPA act grants permission to any Canadian citizen to query and receive information regarding directories in various fields. The simple process would be to contact the regional government offices and request the information by emailing them.
