yes there is an adobe Photoshop app for Android phones , Photoshop app name is "Adobe Photoshop express" , Through this app you can  edit and share your photos to any social media, you can crop , rotate, adjust colors, and you can add artistic effects to your photos, There are two ways to download this app 

1- from your mobile phone  just go to Google app store and search with app name , download and enjoy .

2 – from web browser, just go to this link and download your desired app .

Adobe Photoshop for Android Phones

Also you can opt to use the Adobe Photoshop Touch (Phone+Tablet) v1.1.1 This is the mounted version of the Adobe Photoshop Touch that works on Android 2.3 or higher phones (not a Tablet only version like the original one.
