Hi Techyv users,
The following occurred when opening a file and from what I can tell it is something to do with the computer language set up, but I am not sure and I don't know how to change it. Any advice would be appreciated.

Adobe Photoshop Error: 2147024773 When Opening a File
 Hi,
    Yes, You right there have a problem with your Windows System language settings. It is most likely the Windows System language is set to something other than US/English. Some Non-English character sets cannot create the ® symbol and this is why you get this error.
Please do step by step as below to fix this problem:
At first uninstall Adobe Photoshop. Then
Go to the Control Panel on the computer:
1) Control Panel-> Region and Language
2) From the Format tab, change the format to "English (United States)"
3) From the Location tab, change the current location to "United States"
4) From the Administrative tab, change system locale to "English (United States)
Now install Adobe Photoshop again. You can change the Region and Language settings back to your original setting after the software has successfully installed. You can try it, I think your problem should be solved.
