There are many instances that I am unable to delete some files or folders which I did not create. Usually these files and folders are numerically named. When I attempted to delete them I am getting an error message that puzzled me. The prompt tells that the folders might be currently  used by another program which in fact there are none that I see of. I am thinking that there might be actually programs running in the background and could be harmful to my computer. What must I do to delete these  folders? Thank you for your replies.

Close any programs that might be using the file and try again.

This type of problem occurs during running any program on your PC and that time if you want to delete such folder or file.
So if you first close the running program and then if you try to delete then that file will be deleted.

This error message is generated when they are closed. The file or folder in the file and because it is used by Windows or other programs running under Windows. Try to walk in the steps to delete this file or folders have been done here.
