Video calling from these devices can be a problem, due to device compatibility. There has never been an official report from skype about this, but the problem exists, and you can solve it only by upgrading your phone software, if the update exists.

If you have a Samsung Galaxy Star 2 Smartphone and you tried installing Skype but it didn’t work, check that you installed the correct version for your device. Your Samsung Galaxy Star 2 runs on Android 4.4.2 KitKat. So, you should install the version of Skype that supports Android 4.4.2 KitKat.
To make sure you will be installing the version that is compatible with your device, you should always download from the Google Play Store. To fix your problem, uninstall or delete the existing Skype app from your phone then download Skype. See if this fixes the problem.
