Apple backed off from registering its products to the US Federal Agency due to the EPEAT certification requirement. Electronic Product Environmental Assessment Tool (EPEAT) assures the government that the products they buy meet atleast the minimum environmental safety standards. Does this means that Apple admits that they did not consider environmental safety and they are afraid that the government may discover that its products are hazardous?

It’s not that Apple hates the environment. The company pays attention to green matters and does have its own recycling program: When consumers return an OS X device, Apple gives them any remaining monetary value as an Apple Gift Card. For example, iOS devices that are walked into an Apple Store will earn their owners a 10% discount on a new one.

I think their decision to drop off the EPEAT was more business inclined.

As of now Apple has rejoined EPEAT. The issue that they previously had with EPEAT is their product called MacBook Pro. EPEAT claims that the MacBook Pro's Retina Display are difficult to repair. 
 
According to EPEAT, a product would pass the certification if it can be upgraded, can be disassembled with common tools and recyclable parts should be easy to remove.
 
EPEAT decided that any device which has a USB port counts as upgradable therefore the MacBook Pro passes the EPEAT standard.
