The main cause of the error may be the removal of the registry key so, you should not remove any registry entry. You should strictly follow the procedures directed by the Wizard. Try recreating the entry of DirectX registry. Open Regedit and create a new Key for DirectX. Get inside it and conjure an InstalledVersion Binary Value and also a String named Version. Assign the missing values to each component. If the procedure fails, download another version of DirectX.
If you have Windows 7 and you want to install Microsoft DirectX 9.0, I don’t think that’s possible because it’s like you are downgrading Microsoft DirectX. Your Windows 7 already has Microsoft DirectX 11.0 pre-installed which is a much newer version than Microsoft DirectX 9.0. Microsoft DirectX is a built-in component of Microsoft Windows and cannot be uninstalled.
It can be updated to a much higher version but not downgrade. You don’t need to install Microsoft DirectX 9.0 because it is outdated and Microsoft DirectX 11.0 is much newer and better. You can update Microsoft DirectX 11.0 to 11.1 if you install the Service Pack 1 update. To update Microsoft DirectX 11.0 to 11.1, download and update your operating system to Windows 7 Service Pack 1.
This is the latest and only Service Pack update for Microsoft Windows 7. After installing the Service Pack 1 update, download the Platform Update for Windows 7 and install it. After this, try installing Microsoft DirectX 11.1 from Windows Update.
