This feature helps the user to backup their data time to time so that if by any chance the data is lost due to installation of malware or some other error, the user can restore their data thus minimizing the loss.

That option you found on your Android Smartphone called “Backup & Restore” is for backing up purposes. You need a PC to use that feature and create a backup of your phone’s data. Unlike the Apple iPhone that provides an option to backup the phone’s data on the cloud using iCloud, in an Android Smartphone, you can create a backup of your phone’s data on your computer.
When backing up your phone to your computer, you need to use the USB cable that is included with the phone when you bought it. Aside from that, you also need to install the Smartphone’s software which you can always download from the phone’s manufacturer’s website.
