Best CPU on a tight budget

I am looking for a good CPU that could help me run high graphics well. I have a tight budget so I have to settle for the AMD Fx or the Intel Core i7-5960k. Which is best and why would you rather have it? Is there any other better alternative?

Type :- MS windows for 64 bits

Processor: Intel G3220, for 3.00. GHZ

Memory: You need to require the four GB ddr-3-1600

Hard drive :- 320GB SATA3.0GB/s

Optical drive :- DVD drive

Pcleslots: You need two slots

USB prot :- 6 USB port is enough 

Integrated NIC : Integrated GB Ethernet

Mouse & keyboard: Need USB keyboard and optical mouse with scroll

Graphics card :- Sapphire AMD/ATI Radeon R7 265 DUAL-X 2GB Graphics Card

Above is the best configuration of the CPU in good budget.
