Hiya,
I have a BlackBerry 8830 smartphone.Verizon network is used on the smartphone.

This is unable to make a handshake with IP Modem on GSM Network.
Â
An attempt to establish a connection between the two throws the below mentioned error.

It happens when two or more device work as modems. Check the Connection Profile is configured according to the instruction of mobile operator. Check whether the wireless radio of your phone is running or not. You should turn it on. Disable the ‘IP Modem IT policy rule’ option when using BlackBerry Enterprise Server.

Aron,
It looks like you have two separate issues, your radio is turned off and your modem is malfunctioning. First we'll work on the radio part of your error message, in order to do this open up your "Manage Connections". Once you have done this you'll just need to enable the mobile network and then the radio should be turned on. Now we can look at the modem, once your smartphone is connected to the computer open the Blackberry desktop manager.
The next step is to open the phone and modem options (start > control panel > phone and modem options). Once your in this area you will see tabs across the top, click on the modems tab. You can now select "standard modem" and click on the diagnostic tab and query the modem. These steps will help resolve your issues.
