Blackberry phones and their ideologies with respect to app development, etc.

Why cannot I send or transfer information to other devices which are not from the blackberry company? What is the rationale and the principle behind the building and development of blackberry phones? It just occurred three days ago to me when we wanted to transfer a picture which we had another phone which is not a blackberry product and we were not able to achieve that. I really want to know why do blackberry phones operate as such. Thank you.
