Can animated banner create a background 675*100 using Photoshop?

Hi

I want to create a 675*100 px banner with simple animations to upload my web site. I have worked with layers on Flash and done similar works but now the problem is no Flash installed in my computer. I want to do this with Photoshop and Please tell me can banner create with background 675*100 px using Photoshop. If this possible please give me the guidance.

First of all no problem about the dimensions of the banner and the guide lines are the same.
