Can I Decrease the size of partition a drive?

Can I reduce the size of partition on an Hard Drive or SDD after the drive has been partition successfully? I have two partitions on my new ChromeBook Laptop, one was too large and the other was relatively small. Now I need to increase the small partition. How can I resize the partition without affecting the already install OS?

Can I Decrease the size of partition a drive?

A third party program would do the trick. There are few software that specializes in your situation. However, I find it much safer to redo the OS installations and partition your hard drive during the setup. Otherwise, you must face the consequence of buying or trying a free sample of third party programs that partitions hard drive after installing OS.
