Can I download runnable virtual machines on my windows box like Ubuntu for example? Can I run that within windows? Is it somewhere out on the net preconfigured?

Installing Server 2008 in a virtual machine is really no different than installing in a physical box; you boot the install DVD in the virtual machine and follow the prompts the same way as booting from the DVD on a real, physical machine.

Yes surely you can install a virtual server on your windows OS. Most widely used windows based virtual server is Ubuntu. It provides a wide range of features through which you can better optimize the internet connection while logged in at windows user account. So you don’t need to reboot in order to switch from Ubuntu to windows.
Through the optimized installation feature the installation process automatically configures the actual Ram portion to be allocated for virtual machine.
Other than Ubuntu there are other virtual machines also available online.
