No I do not think it is possible to reuse a W2k3 server license with the twenty Terminal server CALson a different version. For example if you are trying to use the TS CALs of a 2003 edition onto a 2011 one, you are not allowed such practices. For the same edition you might. But for an appropriate answer it is a necessity in this case to get in touch of M$ LICENSING DIVISION in your country. That will be a safe proposition too. Since M$ LICENSING DIVISION has its different rules in different countries and they keep changing always.

RIGHT CLICK TERMINAL SERVER LICENSE SERVER CLICK INSTALL LICENSES.
Appears a WELCOME TO TERMINAL SERVER dialogue box appears
CLICK NEXT and in the OBTAIN CLIENT LICENSE KEY PACK you will see license server id.

In Obtain Client License Key Pack dialogue box type in Cal Key Pack ID.
Click NEXT. You will receive a message that your Cal Key Pack ID restored successfully.
