Your question is not very clear.
Yes your PASSHE (Pennsylvania State System of Higher Education) user name is your email address.
When your organization or university assign you a PASSHE user name, e.g. KM1234 than your Email address automatically comes with a @ sign along with your organization or university domain.

So this means that your PASSHE user name will be used as an email address for you, BUT it has to be activated by the IT department or automatically by accessing the ESS (Employee self-service) portal.

Creating an email account username also means creating your actual email address. You can use the username you use in PASSHE Practicing Directory, that is, if the username doesn’t have any other matches or in other words, no one else is using the same username. If there is already somebody using that username as an email account then you will not be able to use it.
But what I know when creating a username in email if ever somebody is already using your desired email username, they will suggest or the interface will suggest several usernames that are somewhat similar to the one you want. The selection or the suggested usernames usually appear on the side of the field. If you happen not to like any of those usernames suggested, just provide a different username to use that shouldn’t have any matches.
