Hi Mr. Darry,
Obviously, you can prevent using pen drive in laptop while it is running on battery. If you want to activate the option please follow the below steps.
1.  Go to the start button and click on the Control Panel.
2.  Double click on power option.
3.  Click on 'choose when to turn off the display' or 'change when the computer sleeps'. Note: both the options are accepted.
4.  Click on 'change advanced power settings'
5.  You will be displayed power option advanced settings wizard.
6.  Find the option 'USB settings' in the left hand column.
7.  Now expand the "USB settings' and then expand USB selective suspend settings.
8.  Under USB selective suspend settings you will find two options like on Battery and Plugged in. Click on Battery option. You will be prompted to enable and disable.
9.  Select disable and OK.

If you have a laptop and you want to prevent other users from using USB flash drives, what you can do is disable the USB ports on your computer. Unfortunately, when you do this you will not be able to use all USB devices on your computer not only USB flash drives. The easiest way to disable all USB ports on your computer is from the BIOS.
To do this, restart your computer then press DEL, DELETE, F2, or whichever key is used to go to the BIOS. In the BIOS, check the menus for an option to enable or disable the onboard USB ports. Make sure all USB options and Legacy USB Support options are disabled or turned off. Save the settings then exit BIOS and restart the computer.
All USB ports should be disabled once your computer starts.
