No, a defective power supply will not affects the network connectivity.

To connect your Apple to the Internet using PPPoE, follow the steps below:

For Mac OS X v10.5 and earlier:

  1. Get your Username, Password and Domain Name Server (DNS) address (if needed) from your ISP
  2. Connect the DSL cable is connected to the router, and the Ethernet cable is connected to the computer, and that the router and computer is on
  3. Go to the Apple menu, and select “System Preferences”
  4. Click on the “View” menu, and choose “Network”
  5. From the “Show/Configure” menu, select “Built-in Ethernet”
  6. Click on the PPPoE tab and select the checkbox next to “Connect using PPPoE”. If you want the computer to automatically connect whenever you open Web Browser or E-mail, you can click on PPPoE options and select the checkbox next to “Connect Automatically when needed”.
  7. Type in your username (in the account name field) and password (in the password field). Select the checkbox next to “Save Password”
  8. Click on the TCP/IP tab
  9. From the Configure menu, choose either “PPP’ or “Manually” as relayed to you by your ISP.  If your ISP gave you a static IP address, enter it into the IP field.
  10. In the matching field, type the DNS address
  11. Click “Apply”
  12. Open your Web Browser to verify that you are now connected to the internet
