Chinese notebook errors when using CMD

I was given a 7" Notebook (Chinese) with the Windows CE 6.0 software already installed. I am having difficulty connecting to the WiFi Network. Also, when I try using CMD, I get the messages "cannot execute netstart.exe" and "PPOE Access Concentrator is not responding." I appreciate your time and effort concerning these issues.
