You should be able to fix your computer using these steps,
1.      This can be a RAM issue. Try upgrading your ram .
2.      Or try installing a fresh copy of windows. And the drivers of your webcam.
3.      Use an antivirus application to prevent your pc getting infected

I have read your problem and analyze it that leads to my conclusion that one of your ,
a.)P.S.U(power supply unit) – yes, it might be this why? if you have a generic power supply then simply doing a video chat surges up the wattage consumed therefore it will create an unstable current that will shut your computer off.
b.)R.A.M. (random access memory) – why? if you have a low memory in your computer, doing video chat seems impossible to do, because doing stuffs like these requires high memory installed.
c.)CORRUPTED FILES – maybe this? because sometimes a software installed with corrupted files will force the OS to reboot or shutdown, try reinstalling the video chat software.
